In November 2017, the Abu Dhabi National Oil Company (ADNOC) group of companies announced an In-Country Value (ICV) programme aimed at creating more jobs for UAE nationals sourcing goods and services from the UAE, leading to the nationalisation and localisation of key components for the GDP-diversified oil and gas industry and other important sectors. In 2019 and 2020, a number of government and semi-government companies such as ADDED, Aldar Properties, Abu Dhabi Ports, Mubadala and ENEC (collectively referred to as the Participating Entities) have joined forces to expand the UAE’s harmonised ICV certification process.

A separate ICV certificate will be issued for each licence of a company even if the owners are the same. The ICV certificate is valid for 14 months from the date of the audited financial statements issued by the auditor. Suppliers also have the option to re-certify the same ICV certificate using the same audited financial statements, but the validity of the certificate will remain unchanged. - 对于成立时间不足10个月的初创企业和新成立的公司，最长可以使用9个月的管理账户来获取ICV证书。
For startups and newly established companies that are less than 10 months old, a maximum of 9 months of managed accounts can be used to obtain an ICV certificate.
